24/12/1996 23:32 is not the date when the ROM was dumped and zipped. It is actually just the date/time stamp set by MAMEzip and TorrentZip and happens to be the 'birth date' of MAME.
However, it is good news as it confirms a good dump for both this project and No-Intro.
